FOOD IS A RIGHT

English Village, Montevideo, Uruguay, January 7, 2010.

The technical decision and the Director of INDA says 'NO'
The need of the neighborhood and residents say 'YES'

Our soup kitchen, founded on March 14, 1999 in "The Shed of Corrales", came as many other ventures, looking for an alternative to shoveling the situation created around the crisis that has across the country for many years and still feel, and in particular our region where decades ago used to have factories and industrial establishments were closed after widespread de-industrialization process in the country since the '80s. Product which has been advancing the unemployment, the deterioration of living conditions and social impoverishment, a situation which strongly hit the poor. El Comedor Popular

tends to give answers to this situation, on the basis of seeking solutions to problems and urgent way bet also create forms of collective participation. We seek and promote proper nutrition, healthy and nutritious, also providing for good hygiene items, carrying food and cooking workshops to train those who are part of this effort, tending to integration and the creation of alternatives for the self-supporting responsibility, on the basis of education health.

We have been working to improve our food assistance activities with our own arms and fees without getting anything in return. Solidarity was always in the door, so in these more than 10 years we have had the support of neighbors, our neighborhood shops and social organizations. Also since 2001 we began to receive support from INDA assistance through an agreement with a basket of dry food twice a month through the AIPP program, a program that provides additional support to this institution kitchens. We also had support from CCZ6 by delivery of milk powder which we withdrew when INDA began to give us that food and were also integrated zonal network of picnic areas. However, despite this support, we have big gaps to overcome, such as: edilicias parts (roof and ceiling), clothing required for food service, kitchen utensils (plates, cutlery, a larger pot, etc.. ), among other things to solve.

should be noted that we pay rent and light and given our limited resources many of these costs must come from the contribution of the Social Centre's own members, neighbors, social organizations and businesses in the neighborhood. We must also mention the support we have been providing University Extension. Other forms of material and financial solvent is through the bond sale or donation of groceries partners, advertising in the edition of our newsletter 'The Forge', as well as carrying out solidarity activities and events where food and money collected to cover the costs of our activities: high popular picnic area, community radio, educational and library project, performances and art workshops, and cooperative waste classification provides a source of work today to 5 colleagues.

From mid 2009 we visited several times by social workers from INDA, who state, just days after the election, which does not meet our local minimum conditions necessary to follow up support program and then the director of INDA, Uberfil Monzón, decide without getting to much or to send us the detailed reasons for that decision to cancel the AIPP program in our soup kitchen. We ask ourselves what are the minimum conditions necessary for a poor neighborhood has a place for dining and picnic? What are these minimum conditions necessary for the district Gurises, adults and seniors can have a place where the problem of attending participatory meal or glass of milk a day? What are these conditions to continue to provide a community social service issues facing unmet as is the food? Bearing in mind that there is another dining area in the popular and free to work on weekends or other picnic to give their attention Monday to Friday.

Sometimes the technical reports of the professionals in charge, and the decisions of the leaders are not consistent with the reality of a neighborhood such as English Villa. Especially when you know the breadth and scope of the project, social objectives and purpose of our Social Center has been providing, among other various activities and work areas, participatory attendance problems others generate and that others take responsibility to clean up and meet responbsabilidad. But from the beginning we have assumed this task with pleasure and unselfishly towards improving the quality of life for those most needy neighbors. Technicians and managers say 'no' to food relief since 2001 has provided us the INDA, but the needs, reasons and neighborhood residents say yes to the important and responsible task here is doing. Urge dignified resolve this dilemma and for that we must get together and see the shapes.

We in the Dining and Social Center all are aware that food is a fundamental human right and which is therefore the duty of the government, whatever, to provide the conditions for all inhabitants of the country have adequate food. Article 7 of the Constitution states: "... the inhabitants of the Republic are entitled to be protected in the enjoyment of life ...." Article 41 says "... are entitled to compensatory relief, whenever they need ...." The Article 25.1 of the Universal Declaration of DD.HH., signed by our country says that "... everyone is entitled to a standard of living adequate for the health and your family, health and welfare and especially the food .... " We are aware These texts are nothing without their realization in concrete facts. Without economic and social policy that recognizes them empirically, without political will are just letters on paper.

For years we have cut out certain foods as they lacked and even made cuts in the amount we claimed unpretentious as we believe that the elasticity and tolerance is sometimes gesture of good sense. But this time it went from dark brown, we believe that it is not just the decision of INDA in us low AIPP program support, without giving alternatives to meet these minimum conditions necessary for those who speak in its technical reports without any dialogue with own involved, and so we have to reclaim our return to the same looking for a collective solution, ready to discuss and analyze the possibilities to directly and indirectly responsible for the decision. We are also willing to address and solve, in what we can spare, the building industry demand and other aspects that point, which is already under way, relying for this on the solidarity of our neighborhood all social organizations area and other neighborhoods, as well as support from organizations and friendly institutions has been encouraging us in this time.

Despite contingencies, despite the summer and natural breaks in activities we bucket in hand, and although there is little infrastructure and resources, is a lot of solidarity and willingness to work to improve the quality of life of our people, always pointing and advocating for social change background really end with the inequalities and poverty. And the conviction and no reason you can unsubscribe.

We know that planting only solidarity, we will reap a new world where there is bread for all mouths, shelter for all heads and happiness to every heart. Commission
